Disable using SIM language for Chunghwa Telecom and Far EasTone. Logs seen with regular customer sims indicate that language is not set correctly on CHT and FET sims. This config will avoid using that language as default. Bug: 28785256 Change-Id: I1b57763c4b5806ef08843b1a4fa5e33a797126ab
