Don't evict SharedPreferences when migrate no-op. When calling migrateSharedPreferencesFrom(), only evict the in-memory caches when we actually moved files around. Bug: 27387346 Change-Id: I4fb534e55c0d3df7c574f18d2a853ef824635b8e
