Batch ACTION_MOVE events to vsync boundries when resizing task - Created helper class BatchedInputEventReceiver for batching ACTION_MOVE events to vsync boundries. - Switched TaskPositioner to use new helper class for input events so we reduce the number of input events we process per vsync.
