Revert fix to issue #6880627: PendingIntent.getService() returns...

...stale intent of force stopped app

Fixing this caused other problems elsewhere that we don't have time
to address at this point.

Fixes issue #7338275: Tapping clock home screen widget doesn't open
alarms anymore
