Allowing enable/disable of phone accounts. (1/3) - added "hasCapabilities" method on PhoneAccount. - added CAPABILITY_PLACE_EMERGENCY_CALLS. - added isEnabled method builder constructor to initialize from an existing PhoneAccount.
