Fix a crash in Metrics code. Check for null URIs when logging metrics for DocsUI launches. This prevents a NPE caused if DocsUI is started by an intent with a null URI. BUG=26848462 Change-Id: Iea02488581f582f60eabf61deec1e89c13449d78
