Move variables into animation class.

Moved drawPending and commitDrawPending and associated methods from
WindowState to WindowStateAnimator.

Created mechanism for passing results from WindowAnimator to
WindowManagerService. Initial results passed are mUpdateRotation and
mWallpaperMayChange.
