Call wrapUpAndFinish even if no devices are detected. HotplugDetectionAction can be started only when wrapUpAndFinish is called in DeviceDiscoveryAction. But current implementation does nothing if no devices are detected. Change-Id: I985382a9f9d668196a47dafe74743ffc6b1c95b3
