Teach PackageManager to skip core-libart.jar A little grossness for now to support dual booting Dalvik and Art. While I was here, removed isDexOptNeeded calls for boot class path which already return false. Change-Id: Iaaaf21b7733c1791e7bd8ae27e84c47463f9e9c9
