Add missing delegates for M preview.

- Remove ICU dependency (use the version bundled with platform).
- Restructure intelliJ project to move dependencies to module.
- Minor fixes to layoutlib tests.

TODO:
- Load ICU data.
- Hyphenator doesn't work.
- High quality line breaker not present.
