Add carrier config for specifying invalid characters. Some carriers have the need to strip out certain invalid characters in instant lettering (e.g. call subject) messages. This carrier config is added for that purpose. Bug: 22779583 Change-Id: I165dc125e6d40a0a85442ff138a77d286eb83a4c
