Release Session earlier, release Session later.

For finishDrawingWindow queue the performLayoutAndPlaceSurfaces call
and return immediately.

For setTransparentRegionHint call the WindowStateAnimator method
immediately, removing the previous queueing of it.

Fixes bug 7174665.
